What is the best way to tie someones wrists if they have shoulder problems relating to previous dislocations?

Tie/bind the wrists in front of her and keep the wrists below the head, don't elevate them above her head.

Use wide leather cuffs and lots of common sense. Don't put any strain on the arms. As Masterfor suggested, wrists in front probably is the position that most mimics normal arm position.

If you worry about the person undoing his or her restraints, you can always use a pair of bondage mittens. Lots of fun!
