Does anybody know if such a thing exists? For a paraplegic. A strap-on that would not be hip level, but much higher, and a harness is the only way I can picture something like that working.

all you need to do is contact a leather craftsman & he could make you one. Personally I've made many types of harness for holding items on various areas of the body... if you can think it, someone can make it don't depend on buying off the rack because you are limiting yourself to someone's elses imagination
