If the boss knows quite a bit of squat, then the universal of management comes into play.

The universal law of management is stated as:

If a management position is open, then the most unqualified person will be promoted into said position, AND if a qualified, knowledgeable person is in a management position, then he or she will be transferred to a position where either A) they know nothing about the job, or B) they are laid off during downsizing and a non-qualified individual is kept.
