While I haven't read that particular book and can't comment on that particular scene, I would like to say that I've found that as a general rule, if Norman uses the word "men" in any context in the series, he is using it to mean "men" (or more specifically, Free Men) and not "mankind".

Greetings S2,

It does not matter if there is a consensus or not. When dealing with a Free person (any Free Person) the slave adapts to whatever that Free person considers protocol.

Another thing to consider is more often than not, it is not what you say but how and when you say it.
