this is going to be worn 24/7, as is the key (on someone else).

If 'unique' means you're looking for a padlock that has a key that no other padlock has, you're going to be disappointed. 

With a lock small enough to be worn on a collar, there are usually only 3 or 4 pins and those pins are short enough that there is only going to be 3 or 4 different size pins to use.  Even if you could use all the possible available pin combinations, which you can't due to problems with placing tall pins next to short ones, you end up with a pretty small pool of possible key configurations.  With the number of locks sold, it's just not possible to have a uniquely keyed lock, unless you design and manufacture a new type of keyway or locking mechanism than those currently in use today.

Try googling the collars that lock via magnets.  Those lock uniquely with only one opening magnet that is placed in a pendant or a signet ring for easy wear.  They're expensive but VERY good.

Oh?  I thought they snapped shut and only opened with the application of the matching magnet.  o.o  My bad, if I'm wrong about that.

EDIT:: You're right, stef.  They don't lock fully, just stick closed.  :(  My bad.
