The Kur and the priest Kings are anthropomorphic animals that I believe are there to show the two polar extremes of human behaviour.

Total rigidity and a rule based system with no exceptions or rule breaking allowed, leading to stagnation and total anarchy based upon war and conquest leading to destruction.
