What works best on me for silence is Leuko sports tape. Mefix fabric tape goes on first to protect my lips, then the Leuko but in vertical strips, from above the upper lip to well under the chin, almost to my neck. There's enough flex so I can swallow and not aspirate saliva if I'm on my back (I can't do that with a tight ballgag) and it holds tight enough so all I can do is mmmphhhh.
Also, instead of duct tape, equestrian stores carry a kind of rubberized stretch cling tape that holds to itself with no adhesive, the stuff I have is called True Flex cohesive elastic bandage. Reusable, doesn't shred skin or tear out hair when removing it. I've read that some people might have an allergy reaction to duct tape, so maybe this would work instead.
