Why are anal plugs for their subs and slaves so popular among Dommes (and doms)? Is it about humiliation, or sub,mission,,or what?

They stop subs shitting on the floor if a dom(me) frightens them.
(Seriously, I think they're popular more due to tops humouring their bottoms than anything else: an awful lot of male subs and switches like the way that a plug feels up there.)

I've never noticed anal plugs be that popular among the dominant crowd. Some use them. From my experience most do not. What I have noticed are a lot of submissives, usually male buying plugs or asking about buying plugs to use on themselves even if they don't have a dominant.

i like to put a plug in my subs ass when we have a session.
preperation for other things to go up his ass.
If i have a public session - perhaps a dinner or a bar meeting -

It could be what you mentioned, as well as what WM said. Some of us are anal-erotic. Some people are not.

Starter butt plugs can help with the dilation process, in addition to digital penetration, leading up to getting gradually prepped for receiving anal sex.

Sex shops often carry "punishment" plugs, but those are probably more for "funishment" purposes, considering that there is often a cute-looking tail-like extension attached.
