Uh, budgets are simple majority and the budget act of 74 sets debate limit to 50 hours.

FR,

This is how it always goes:
    1. One party holds at least two of the following: House, Senate, and Presidency.
    2. There isn't a filibuster-proof majority in the Senate.
    3. The two big parties don't agree on much, as it pertains to spending and programs.
    4. Spending bills are seen as opportune times to attempt to leverage your way to get more of your party's programs and goals.
    5. If a deadline looms for passing a spending bill.... blame the GOP.


#5 is probably the most important one, and is just about as consistent as the rest.

Personally, I'd rather see Congress arguing than happily passing everything. I think it's a terrible state of affairs that the sky is going to fall if the Federal Government can't agree on how much of our earnings they're going to spend, because we're so reliant on the Federal Government for almost everything.

Point taken. I did not know that. I thought the normal filibuster rules were still in play. A quick search showed that budget resolutions are clipped to 50 hours of debate, and no more.
