I can't give you the 'why' because I personally don't enjoy stingy (on me) but I play with a lot of bottoms who like sting, and so I've got a wide selection of it in my toy bag. Carbon rods are super stingy in the cane-like category. They're often called Evil Sticks, or Pain Sticks, or something like that. Car antenna work well for that too, and are a good budget option, especially if you can get your hands on a used one. Canes in general -of any material- are considered stingy, though if used correctly, with proper warm up, canes can be super sensual as well. Metal construction rulers come in various sizes, and are super stingy. They also have the added benefit of having sharp corners, which allows you to use them for 'knife play', as well as lending themselves to temperature play by warming them up, or cooling them down with ice. As far as soft 'biting' sting goes, horse hair floggers are my favorite. If they're not in your budget, try making floggers out of fish line instead. You do this by winding large quantities of fish line around an object (I use an old child size bicycle wheel I've got rigged up to auto spool the line, but you don't need to make it that complicated), and when you've got a sufficient amount of line, you follow this tutorial, or attach it to another form of handle of your choice. The line will want to curl up, so in order to straighten it, you'll need to soak it in hot water after your flogger is done. Different gauges of line, and different quantities will produce different amounts/kinds of sting. Not only that, but if you put a nice handle on them, these will look amazing, and everybody in the club will want to know what it is and where you got it. Most floggers made out of plastic-like materials will also sting, though how much depends on how 'grippy' the material is. Before buying online (when you're not sure what the sensations will be) I recommend experimenting at home with making your own, if you can get your hands on the material that's being advertised. Even a couple of strands help in a closed fist should give you a better idea of what the flogger you're thinking of buying will be like. Carpet beaters are stingy too, and the traditionally wooden or rattan ones are usually mild-ish in their severity, but still stingy. If you find them (or make them) out of plastic or metal, they'll be super severe and stingy as fuck. Plastic tubing of all kinds will be stingy as fuck. You can use the rigid ones as canes, and the flexible ones for making floggers, or merely for hitting in a flogger style way with a single length of the stuff. Diameter and the hardness of the plastic will determine the intensity of the sensation. Softer tubing, like latex, will be more on the mild side, while harder materials like PVC will be more severe. Glow sticks are super stingy as well. If you get new ones, you'll have the added effect of being able to make them glow by beating them into action on somebody's back/ass, which is always cool. They're the first thing I pull out when somebody tells me 'they can take anything' because they're deceptively painful (on a full hard swing) for how seemingly innocent they are. The curved ones are actually worse than the straight ones, because you've got added velocity from the curve hitting the spot first, with the tip 'trailing' behind gaining more speed, though they're a lot harder to aim.
