I've been on this site a long time and I have seen at least a dozen underage users in that time. Sometimes they say so in their profile, sometimes you have to ask. Frequently they are reported off and then return under another profile as soon as they think it's okay. Most recently there has been a profile of a young female celebrity who won't turn 18 until October if she is who she claims to be. She has been reported off several times and just keeps coming back with new profiles.
Obviously she is to be avoided and reported for now.

This whole underage thing is a double-edged sword though. While there are occasional profiles popping up created by minors (or cops running a sting operation) the real problem is that there are way more minors trolling the site all the time who aren't creating profiles. You may not think that's much of an issue, but consider all the bare breast, butt, vagina, and dick photos that appear on this site. Now let's assume some trolling juvenile copies and saves those pics and then emails them to all their friends. Sooner or later a parent or teacher is going to discover those pics on some teen's phone or laptop and report it to the law. Before you know it there will be all sorts of agencies looking into this site for corrupting minors. That won't be good for any of us. That's why I never post nudes and never request them. You never know if the person downloading your pics is a minor, or if that 18 year old you are asking to send you nudes is really 16.

I have friend who is desperately trying to create an account and find a fellow little girl for little playtime. I guess I should tell her to go to fetlife or somewhere else then?

No. All adult sites have terms and conditions that prohibit their use by minors. There's a good reason for that. Here's the relevant extract from Fetlife -

The mods, if there are any, could delete profiles til they're blue in the face, but determined people of all ages will return and make another one. Get over your outrage and enjoy life. I've made a very good living from my wits, so I reckon I'm pretty well armed! Ha ha. But we can agree to disagree, as what people think of me is water off a ducks back. As for being outraged?
