do you think it'd be possible to take a dollar store rolling pin some adhesive , tacks and make a tack roller of some kind?

yeah, you'd like some how secure thumb tacks to the roller then put adhesive down on top of it or something to better secure the taks down.

Anything is possible................

with pensil and tap,draw lines,end to end,at said distance apart,all the way around the rolling pin.Use 1/32inch drill,holes spaced along lines 7/8th inch deep.Use 1 inch finishing nails,with heads cut off,insert into holes upside down,useing small tack hammer,as not to blunt the nails.A small amount of hot glue may be needed on inner end of each nail.
You should end up with the effect you seek.

Maybe even better if you offset your lines,
that way many lines will be in contact at the same time.

Plastic Wrap can work well too.

hmmm, lemme see...rolling pin, tacks, glue, zip ties, scrap piece of heavy weight fabric...

cut fabric to wrap around rolling pin
push tacks through fabric
glue fabric with tacks to rolling pin (pointy side out)
secure with zip ties around fabric and rolling pin
