Is this a feature for members who have posted like a ga-zillion times? Or can anyone do it? If so, how?

They discontinued the uploading of personal avatars a couple years ago.. there is a post about this located here:

I had kept my personal avatar for several years & recently I lost it (again) while doing an update to my profile. I decided to just go with my profile pic since it really seemed ridiculous to have a Mod fix it for me each & every time I did something with my profile.

If you have a pic on your profile and don't pick an avatar here, then your profile pic should show up as your avatar.
