I personally know of nothing specifically designed for those tasks. For those projects, I'd likely sketch them on paper, scan the art into the PC on a flatbed scanner, and then perhaps add color and detail using Photoshop, if that's really necessary. I assume there are shareware/freeware Photoshop alternatives out there, but I'm just not sure what they would be called. Paint Shop Pro is similar but I believe its shareware. Hope this helps in some small way...
