You missed the disclaimer, highlighted in blue, in your link

Yes indeed, the giving partner may have a small cut inside their mouth, or an abrasion. the receiving partner may have something like hep c or hiv and the fluid exchange could potentially cause an infection.
granted i am not a doctor nor claim to be.. just an understanding that i have

I'd like to point out that your thread title speaks of oral sex, but what the article you linked to actually discusses is cunnilingus. Cunnilingus is oral sex performed upon a female's genitals; fellatio is oral sex performed upon a male. Fellatio carries a higher risk of transmission due to the deeper penetration, the higher risk of micro trauma to the oral tissues, and the exchange of significant amount of body fluid during male ejaculation. So, even though some studies have found cunnilingus to have the lowest risk of infection, it is still not zero; and fellatio risk is even higher.

@ maybe: yes, it's true about the disclaimer, but have you read the man's credentials? It may be his opinion, but it seems to be an expert opinion of the highest degree.

@ dingcubus: I think one should see a risk in the right perspective: is a certain sexual practice much more dangerous than any other practice that you would be willing to perform with the same person, like french kissing. Same kind of exchange of bodily fluids and risks of cuts inside the mouth (I often bleed after flossing or even after a slightly rough brushing) ("prolonged open-mouth kissing could damage the mouth or lips and allow HIV to pass from an infected person to a partner and then enter the body through cuts or sores in the mouth"; Sexualhealth.com).

@ nyrisa: would you swallow if you don't know a guy closely enough "healthwise"?

Zero risk is a hypothetical thing. Best practice seems to use protection until a valid check (sufficient time after the last risk bearing contact) proves both of you disease free. At least I'm glad to hear that there is a relatively low risk in performing cunnilingus. Dental dams are a hard limit for me!

And.... completely off topic, could someone message me how I can edit my posts, as I see no more "edit" button when I read back my previous posts.

Ron

Thank You for pointing that out. I did not realize it was the MD himself who answered the question.
As some one else said, he was talking about cunnilingus not oral sex as an all inclusive subject.

I did a Google search of Dr. Handsfield, and found articles in which he acknowledges the spread of STDs via oral sex. He supports the research done by other scientists who did the studies. He also thoerizes that oral sex and HPV or the number of oral sex partners can be attributed to head and neck cancers. I will add links below.

I agree there is no such thing as zero risk, and it is everyones responsibility to determine what their risk threshold is. My objection/concern to the blanket title and inference of the Discussion Forum is that is could be construed as a fact that oral sex is pretty much riskless.

http://www.medhelp.org/perl6/STD/messages/3719.html>> he cites low risk from recieving oral sex, not giving.

Sorry to burst your bubble.....but even oral sex has some risks .

Aside from the controversy over contracting HIV via oral sex there  are other thing many are not aware of. One of the most recent discoveries is the health implications associated with HPV (Human Papalloma Virus)

HPV (which most of us sexually active adults carry one or more strains of, there are about 100 different sub types) has been liked to not only cervical cancer, but also linked to anal cancer (for the receptive partner) and linked to throat cancer in both men and women.

There is not currently a test to see if a male partner has one of the dangerous strains of HPV. Women can be tested during a pap smear (but many types of health insurance won't test for it usless you ask).  Everything has its risks, even this "less risky" sexual practice.
