"If they don't cooperate, yes I'll go that far," said Sen. Patrick Leahy, D-Vt. He was asked in a broadcast interview whether he would seek a congressional vote on contempt citations if President Bush did not comply. There really hasn't been much history with the Vice President and Presidential advisors being hauled into congressional hearings to answer questions. And the reason why has to do with the separation of powers. One branch is not permitted to intimidate another. This is why this issue probably will need to be decided by the Supreme Court.
