We have two that We made that look bright and innocent using the thin plastic lengths that You get at stores for Ums to string beads on for necklaces so can be purchased for not much money and then glued into a thin piece of PVC pipe that was laying around.
Just make sure You wear disposable gloves when using the glue if that is what You decide to use.

seen one made out of those flingable koosh balls...hmm my mom bought over a dozen for her dog wonder if i can sneak out 3 or 4....heard that while it looks silly it packs a wallop....

Well, one very wicked idea that my former Master and dear friend and mentor came up with (thank god He never used it on me) was a cat o nine (or a crop, it would work for that too) made out of hawthorn switches I believe, though that would only really work if you were in to drawing blood like that.  One that I have made that I am quite fond of is flat-braided yarn...with 30+ tails, it has a nice thud, the knots on the ends cause a bit of sting and a handfull of pony beads (the big ones) attached to some of the inner tails add the element of surprise.  I've also found that industrial rubber works quite nicely, made in a similar manner to the leather ones shown on frugaldomme (gawd I love that site), and then stapled to a dowl rod.  Just my thoughts on it, hope it helps.

These are not mine, but rather examples of goodies my guy makes.  My Joy Wand is similar to the top one, but with three, black, latigo leather laces instead of the softer leather used here.  It can be a nasty little thing; I love it...

Someone in our local community has a flogger made out of an old tire. the falls are about an inch wide and it is very stiff.. it's quite neat though.

Master made a flogger from bicycle inner tubing.  He was going to cut them into strips after he had assembled it, but we discovered that the tubes themselves made a very unusual heavy flogger.  They have an interesting sound and it is a far thuddier implement this way, which contrasts nicely to the sting of other floggers we have, but doesn't have the softness of the 2 rabbit fur and suede thuddy floggers I own.

Years ago I made a flogger out of sash cord.  Sash cord is white cotton cord over a very thin but strong braided metal core.  It is made to hold sash weights for old fashioned weighted windows (if you have no idea what I'm talking about, you don't live in a 120 year old house like I do!)  Anyway, the sash cord is delightfully light and whippy, like a thick cotton twine, but the wire cores make sure the bottom knows s/he is getting flogged!   I would either stuff the cords in a bicycle handle (the quick and dirty way) or wrap a handle out of cord and whip it in place with contrasting twine.

Drawbacks:  It can't be sterilized, and it is scratchy enough that it can draw a tiny bit of blood. 

Advantages:  It was cheap and fun, and I could "whip one up" in about 20 minutes.  Hmmm....I know I have one around here somewhere....oh holly....come here....I have something for you *wicked grin*
