Mine can be cut off quickly and easily. It is very sturdy, but the small links near the lock could be snipped in just moments. I don't worry about it overmuch, but I do have the tool handy. In case of an emercency, though, I think it would probably end up cut off. You'd be surprised how ready emergency personel are for that...maybe not the collar, but jewelry in general. In fact, mine has a few links that are not sautered so that it could actually be pulled off without any tools at all. It would need to be repaired...which was why we didn't want to take it off in the ER, but in a pinch it can come off without much work and without even fooling with the lock at all.
