It probably harkens back to the days of 'bathtub gin'.

A few years back in PA a stink was made over 'back hauling"- garbage hauled one way- and food hauled in those same trucks. I havent heard about in a while.

Nope!
You can buy home-made baked goods because the heat from the oven will kill almost all but a few very rare germs.
But, even some Moonshine will make you go blind or give you lead poisoning!
I think it was Sinclair Lewis who wrote about the meat slaughtering houses of the early 20th century who really got things started in the food safety area in this country.
Foods such as Dairy, Meats, Poultry, Seafood etc are highly perishable and have to be cooked and kept at proper temperatures.

Anyone care to guess who paid for all this medical care? That's the reason the government steps in and requires licenses and certain standards of production - to keep you from having to pay for the medical care required because some idiot couldn't be bothered to keep his/her production place/equipment clean.

That was upton sinclair (baltimore area) and the book was called the jungle
Sinclair lewis (sauk center, minnesota) wrote elmer gantry, mainstreet, babbit and so on.
but yeah-------you gotta rake a little muck to make change.
