When you say you "were told" was there any discussion up front about, I don't know, whether that would be something you were interested in? Because if not, I would take "under consideration" to mean "I'm trying to see if your dumb enough to move to the midwest, sight unseen, where I keep my bedroom in my Mother's house and where I like playing World of Warcraft until 4 in the morning because I have no friends". Generally, the phrase "under consideration" is used to indicate to other Dominants that a submissive may be "off the market" for want of a better phrase and that, should, only happen after sufficent period of time has passed for you to establish a relationship (which implies <ghasp> two way communication), boundaries and limits have been discussed and agreed and generally both sides know in which way the relationship is heading.
