i use lipstick and lipgloss constantly but i smoke and especially once the heat comes on my lips get chapped and nothing seems to help.
 
Can the lips be exfoiliated and mositurized like other skin?

Use a wet washcloth, preferably a soft one like used on babies with warm water and just do gentle circles around the lips.  A soft toothbrush can be used too.  For me, to keep my lips all soft and lovely, I use Carmex which is sold at CVS, and maybe Walmart?

I make a sugar scrub out of brown sugar..cuz it's easier on the skin than white sugar..and oil..olive oil works fine..I prefer Jojoba which isn't actually an oil..it's a wax. Emu oil is fantastic also! I'm waiting  for my order of that to come any day.

Make a scrub like the mentioned above and use it all over your body after you've bathed/showered...then pat ( don't rub) dry. You'll feel a little bit oily when you pat off but it'll soak in and you'll love the way your skin will feel!

To make the scrub..
Mix just enough oil with the brown sugar that it holds together...like wet sand.

Do you have dry skin issues anywhere else? If so adding some good quality oils to your diet (like coconut, nut oils, olive) as well as upping your consumption of water will help alot. I slather down in oil after getting out of the shower as well. Also if you use lipstick one of those may be the problem. I know alot of people loooooooooooove Burt's Bees but it really tears my lips up and makes them dry and irritated. Carmex is great tho & very soothing.

Wearing lipstick is one of the most drying things you can do to your lips, especially the longer wearing kinds.  And lip gloss is not really meant to moisturize or condition the skin, it's just meant to look, well, glossy.  I keep Carmex with me constantly.  The kind in the stick, not the pod (ugh, I hate dipping my finger in it and it gets all under my fingernail and stuff).  And not the squeeze tube, it's just petroleum jelly.  Carmex seems to stay on the longest compared to all the other different kinds of lip balms that I've tried.  And this only refers to the regular flavor, I tried the strawberry flavored one once and it didn't stay on like the regular one.  I would recommend only wearing Carmex for a few days, and then after getting your lips in better condition, try going back to lipstick, but wash it off at night and put on the Carmex before bed.  It's less than a dollar at Walmart (88 cents I think.)

Avon makes a good lip conditioner; it tends to keep my lips from drying out overnight better than any lip balm I've tried.  They also make an exfoliating lip conditioner; it has little scratchy bits in it.

Burts Bees lip balm works for me.  I haven't tried exfoliating them but that's an interesting idea!

i'm surprised nobody else suggested this, but stop smoking. Not only will Y/your lips improve, so will Y/your general health and stamina.

Make sure you drink plenty of water, as the hydration will help lips to not get chapped so easily.  Of course not smoking would help, but it doesn't sound like you want to do that.  If you can find a Mary Kay consultant (or message me on the other side), they make a great lip exfoliator and balm called the Satin Lips set.  It works really well.
