Well, I consider myself an expert -- because I have breast implants, both sides, as a result of bi-lateral radical mastectomy. (in other words, I had breast cancer so bad, all they could do was cut out everything from chin to belly) Implants are HORRIBLE. They do not match body temperature; if it is cold out, your chest WILL BE COLD. If it is hot out, your chest WILL BE HOT. This isn't a problem if you have enough tissue left to shiver or sweat, so it might not bother you. They do not feel even remotely like boobs, either from the inside, or from the outside. They feel like silicon bags full of saline jelly. Oh wait! that's because they ARE.... They look dreadful, even if they are only used as augmentation. They do not move the way breast tissue moves; if you raise your arms, people can see the outline of the implants. If you lower your arms, people can see the outline of your implants. If you lie on your back, people can see the outline of your implants. If you stand up, people can see the outline of your implants. I have never, ever seen implants that look real, and honestly the first thing in my head when I see a woman with "augments" is, Oh, you poor plastic thing, were you aware we can all see the little balloons in your boobies? You cannot practise breast bondage safely if you have breast implants. You cannot practise breast impact (smacking, spanking, flogging, etc) if you have breast implants. Need I go on? I thought not. Your best bet is to lose weight and tone up overall. Swimming is good for this, as is aerobic dancing, and you can do both at home, for minimal cost. (Guess how I know that?) Once your body is toned up, go back to your mirror and look again -- if you still don't like what you see, consider reduction/lifting procedures. These procedures aren't much different from a face lift or eyelid lift, and are safer than a tummy or butt-tuck. Good luck with whatever you decide!
