I'd say as a general rule, that phrase would be too blunt. I know that when my pet doesn't want something, he'll usually suggest an alternative. IE, if your example is having Chinese food for dinner, I'd be really taken aback by an "I'm not in the mood" from him, but I would be more used to (and more comfortable with) an answer like "What about Italian?" After all, he's entitled to an opinion, even if the final say is in my hands.

Now, that's dinner. When it comes to play, sex, or any combination of the two, it depends a lot on circumstance. If we're already in the mindset, I say "bend" and he doesn't...he's gonna get a smack and we keep going. But if I make an advance and he's genuinely not in the mood, particularly if he's feeling down or upset, I can respect that. I'll expect him to open up about it, though. That's kind of an unspoken agreement between us - if he wants me to back off on something, he in turn has to make it clear why.
