" WASHINGTON - The Federal Communications Commission has proposed a $1.4 million fine against 52 ABC Television Network stations over a 2003 broadcast of cop drama NYPD Blue.

The fine is for a scene where a boy surprises a woman as she prepares to take a shower. The scene depicted "multiple, close-up views" of the woman's "nude buttocks" according to an agency order issued late Friday. "

Is this happening because it is an election year ?
 
Who is going to remember a single episode of a show from back then?  This ruling makes no sense whatsoever.

Maybe the FCC didn't get the budget increase they'd hoped for this year, so they have to dig for some other way to pick up the slack?

Neither is every face. Or all those "disturbing" tapes of crimes being committed.

If it took the FCC 4 or 5 years to get around to fining the stations, how good are they at "watchdogging" what is being broadcast?

And 1.4 million? ABC (part of Disney) could just yawn and hand it over.
