I saw one of these with a bit of a tilt (about 45 degrees) at Beat Me in St. Louis a few years back. If memory serves, it was also elevated so the wheel was about 3' off the ground. I didn't get a chance to see the inner working as they were encased in a box, but it sounded like a car tire freewheeling. My guess was that they used an axle from an old car and placed it on an tripod frame. I'm also guessing that the box was filled with weights to keep it from tipping over while someone was on it. The one in the link looks much safer... The wheel looked pretty straightforward. The one I saw was not covered. It was a very nicely stained octagon made of 2x6s. It looked like a gazeebo deck with handles... very dungeon-esque. Anyway, good luck with the project! -SD-
