There are more then a few things it could be, I have this same issue sometimes when I run. I'll just make a quick list and you can see what might apply or what you want to look into. 1) Could be chafing - You could try sports anti-chafing cream. Some cross-country and marathon runners use vasaline because it wont dry out or sweat off. 2) Allergy to either the clothing material or the soap you wash them in. 3) (this is me) the sweating opens your pours and allergens that are already present on your skin can cause the irritation (i.e. pollen, pet dander, or the above mentioned soap). 4) Depending on if you shave there and how recently your pours and skin could be already irritated, but not to the degree that you notice. (I get this one too, so instead of shaving every day, I take a couple days break until I think it's gotten to long or Ma'am tells me to shave again, usually about 2-3 days.) (Also shaving after the exersice or the night before helps too.)
