No, but someone else in control of it, and pushing the boundaries of it, does involve an element of D/s. I imagine a Mistress who makes me wear more ultra-feminine or daring clothing than I would normally choose, or takes me out in public more often, or insists on ultra-ladylike behavior, or just decides when, where, and how I will dress at all times.
I have run into this question before -- "How can I force you when you like it?" It seems odd to me when no one seems to have trouble with the idea of, say, binding and whipping someone who likes it. In fact, any time you're around serious BDSM people you run into the world "consensual" constantly. I'm actually about to start another thread on this subject, so...
