A/all, I found this jacket on amazon www.amazon.com/gp/product/B0015NG7EE, it doesn't have locks but the D rings are sturdy. It is double stitched, and nicely made. It's only $30.25 dollars with shipping, so A/all on a budget it works great. The seller is klawre1221, got mine in 5 days. Mistress Echo and boy P.S. it is best to get the bigger size.

Seems to be a practical alternative when you don't want to use a leather one (where you are, the weather, lighter for travel, vegan sub) and it should be easy enough to modify with locks. Will see how it holds up!
