I am making some canes for my Sir with 3/8 thick birch dowels and I need to findout what to treat them with.  I have sanded and soaked them in water 3x but I have no idea what to use to treat them. Some one suggested bee's wax but my intuition says no. So what is the best and safest thing to use so they won't split or splinter.

"Dowels" BAD BAD idea... to dry they have very little "life" to them. They can crack and splinter causing non-consentual damage.
Depending on where you are at go find a Willow or Rose cut a straight piece and sand it down.
Living wood is Great on both sides of it.
Or go find some Rattan either on-line or from a chair maker- great whippy stuff Rattan.- Its the most common of caneing material. Some like Bamboo but I think its to still and also tends to split.
Regardless keep it dry and best is to hang it when not using so it lies straight as possable.

knikypuppy is spot on. Manufactured birch dowels have a pretty low moisture content (6-8%) and are likely to split and / or splinter with even moderate use. Birches taken directly from a live tree are another matter altogether. The naturally high moisture content (60% +) and the long tight grain make them very whippy and not likely to split.

If you really want to use them find some sort of encapsulating finish and use multiple coats. That way when they do break the coating holds the pieces together instead of having them imbed in the skin. Here a link to the manfacturer we use for conformal coatings. I have used them on wood paddles with good success so I'm pretty sure they would work on canes.

The other option would be to buy some shrink tube from an electronics supply house. You can get that in clear and once its shrunk to the dowel it would make a nice cane.....hmmm....I'm going to have to try that myself.
