As I understand it, the british navy back in the sailing days used to use a piece of howser rope partially unbraided (into 9, actually) for onboard transgressions. The 'cat' was afterward thrown overboard. So, to answer the OP, I believe that hemp rope CAN be used to make a cat of 9 tails, but I don't know if it would cut, abrade, leave splinters or cause other not-feel-good ouchies. Most farm supply places should have rolls of hemp rope. You might find some howser rope if you live anywhere near a shipyard, but most ships use chain and cable nowadays, unless there's some old school sailing folks around. I got some 1" thick soft nylon rope to make my matched rope floggers.
