I'm looking for information on a subculture of D/s where the sub wears a collar or chain necklace that is latched with a padlock and the Dom keeps the key.
I don't know what this would be called though. Are there any websites devoted to it?
I'm also hoping to find an online store that caters to this particular fetish. I have been shopping around for locks and I can only find sturdy, utilitarian locks, or I can find decorative locks that were never meant to be secure. I'm looking for some decorative padlocks that hold as well as something you could buy at the hardware store, and tasteful metal collars to match.

You might want to try antique shops. There are sometimes nice brass decorative padlocks that are functional, Though some of the smaller skeleton key ones are easily picked.
