After reading the full text , I do not think she sounds unintelligent. It sounds like she has a lousy writing style (English may or may not be her first language). Unfortunately the problem is , this kind of writing became acceptable in the internet age. It is sad to see more and more people care less about what they are writing. If we really call it something, I would say this might have something to do with this persons education than her intelligence. But you never can be sure, sometimes the best educated people are doing it. The bottom line is you are correct , if English is her first language, this person doesnt have good communication skills. Speaking as one of the millions of service men who has spent time overseas. I don't think any of them gave a damm if the woman could speak English. To them the op would be a laughing stock for bitching about it.
