The starting salary was about the same as it is for my home town, which only has 35,000 people. I think their incentive for people with bachelor's degrees was about $5k more than the average starting salary, which is about the same as my hometown. I got called by a NOPD recruiter 4 years ago, when they spotted my resume on Monster.com. I told him the same thing. Police departments like that are never going to get quality people until they are willing to fork out the dough necessary to attract them.
