If he is sincere about wanting to please you and it isn't a game for him, then the mere thought of knowing he let you down should be enough to straighten him out. Use phrases like, "I'm disappointed in you," or "You made me upset because..." or "This kind of behavior isn't acceptable." Follow it up by making him spend time alone and instead of giving him stimulation/attention through punishment, make him reflect on his own actions.
If it is more of a game between you, then you need to find out what physical sensations hurt more than others and apply as needed. Keep in mind that you'll reinforce the bad behavior more than correct it.
