I'm searching for a rope flogger but haven't been able to find one. Does anyone know where you can purchase a rope flogger?

Yes, actually, I do.  I have a great set that was made and the same can be purchased through the National Leather Angel Fund.  I'd be happy to give you the details.

Floggers are simple to make. I craft them to sell, myself. A rope flogger's construction would probably require materials that one could even find at the local Walmart.

You "could" try making one yourself. That way you will get exactly what you want.  Any good macromae(spelling ??) book will show you the basic knots to use and then it is a simple matter of setting aside the time to do it.

Here is an example of one I made in part of an afternoon.
