Are battery operated fly swats safe to use on people and can they be converted into a goad?

I have 2 of them and thy make fun paddles they have a nice sting to them. Harbor freight usually has them pretty cheap. They aren't made for a smack like a paddle is, they are plastic and can break pretty easy.

just got one from harbor frieght for 3 bucks.
I notice it is about twice as strong as the one Fredmeyers sells.
Should note that the one from harbor freight is strong enough to leave burns that take about a weak to heal. Well it did on me at least.

However when the batteries were run down it was about the right voltage for the type of fun I like to have.
FYI Grill lighters for gas grills are also fun.
