Hello there, forgive me for my total newbness, but I am looking for a particular type of toy and I don't know if it exists.

I believe it would be something like a quirt, but the quirts I've found are nothing like what I'm looking for.

This would have a stiff handle and arm like a crop, but at the end would be a tail, like the tip of a whip. I believe it might be English in nature, instead of being more western in style.

Does anyone know what I'm talking about? Or did I just dream this?

Look at lunging whips or dresage whips.
Dresage whips have just the short popper at the end of the stiff handle.
Lunging whips have a length of cord about the same length as the handle 3 ft or so and then a popper.

Try an equestrian shop, it does sound like a dressage whip. I collect South African Sjamboks and Russian Nagatchkas myself, those cossacks had style! I wouldn't use them in any scenes though, I'm a pony crop man myself, just love the look of the big hitters. My kids were rummaging around in our play chest last year and ended up having a whip fight, neither of the little bastards would quit, had the pull them apart, too much of their mum in them. I'd have to take a helicopter to get up to her pain threshold.

How stiff and long is the handle, and how much of thong (tail) is on the end?

Traditional English hunting crops can have something similar to a signal whip attached to the end. The keeper on the end of the crop can be used as a slapper when the thong isn't attached.  Link oneLink two.
