The official policy is that you are only allowed one download, after which backing up and protecting the file is your responsibility. Recent versions of iTunes prompt you to make backups after purchases and you ignore those warnings at your own peril.
That said, and providing this is the first time you have lost your songs, support will probably give you a one-time only "regrant" of past purchases that are still available from the store as a courtesy. Using this form and selecting "Purchase(s) Missing" as the Category and "My hard drive crashed / all of my purchases were erased" as the Sub-Category and then providing your user account name and brief description of what happened in the message is probably the best way to request this from support. Expect the request to take at least 48 hours to process.
Bear in mind that, if granted, this will be a one-time only thing and may not be able to restore items that are no longer available. You definitely will want to make backups of your library going forward and may still want to recover what you do have on your iPod. This article explains how to do that.
This policy is unfortunate for consumers, but is typical of music download services. Good luck recovering everything.
One other thing to consider: Depending on what caused your computer to die, it may still be possible to recover data from the hard drive. If it was the motherboard or some other non-drive component that failed, doing so may be as simple as slapping the drive in an external enclosure. If the drive itself died, you would need to hire data recovery experts to disassemble the drive and possibly recover information from the platters.
