It's not the ears, eyes, nor nose that links them. It's the Uh Uh Uh expression where they both but there hands in the air going "What? I don't know that." which can make them look similar. Alf isn't suppose to resemble the likeness of one particular person. He was just made to have a dopey look, a smirk, and a frown now and then. You can match that with many people.

I know that some are extremely worried about what they say... and they feel that each of their phone conversations are monitored. And on the other side of things there are some people that don't care - and don't feel threatened at all. Yeah. I worry about that sometimes. But I don't think the reason for it will be that I said W looked like Alf. It'll probably be because of my scheme in MRRRPPPPHHHHH <muffled sound and thud of body hitting the floor>.
