Oh dear! So many cynical views.

expogirl, collars can be pretty much what you wnat them to be. Some groups have definitions, others not.
As has already been said, they are symbolic, much as a ring is. What you and your dom decide is far more important than what anyone else may say.

You may also see different definitions of the same name in different areas/ countries/ groups. e.g. a training collar may be as intimated earlier, just a cheap way of getting a sub for a while. However in some groups they exist for real and have a real and honourable meaning.

Best advice I can offer, is not to get caught up in what they may or may not mean. Talk with your dom or any dom who is interested/interesting and see what their interpretation is. At the end of the day, it's what you and they think that matters. What the collar is called, or indeed made of, is just words.
