suction pressure that is appliedby a particular machine for at least 12 hours a day has been shown to increase breast tissue in women after several months to a year, but it has to be used every single day without fail. i believe it adds about 1/2 to 3/4 of a cup size, if memory serves me right.
i'd suspect perhaps the same might be true for the penis, but again, it would have to be full contact suction for 12 hours a day for many months to a year. this is suction from a machine, non-stop. i'm unaware of anything similar to the breast program that applies to male body parts.
