a vintage style party dress where the waist of the dress is right under the bust, with a price tag under $40 preferably black or pink... i'm a little on the chubby side, (size 18) and have found that a higher waist line (at the thinner part of me) makes me look thinner over all.. anyone know of anything?

I did a search on ebay for a "size 18 empire waist black dress" and returned a fair number of them, I would think that doing the same with "pink" or "vintage" would work well also.
