Domperidone - which is an anti nausea med (and can be bought OTC in the UK) - has lactation as a side effect. Amisulpride - which is an anti depressant/psych med (Rx only) - has lactation as a side effect. There are herbs which will do the same. The LaLecheLeague website has information. Otherwise, there is good old fashioned stimulation and use of a breast pump, about every two hours, including during the night - milk production is at it's peak at night - until you get success. That, will, obviously, take a little while. All you really need to do to lactate is raise your prolactin levels to produce milk, and then raise you oxytocin to release the milk you just produced. Google will tell you many interesting things, surrogacy and adoption sites being relatively awash with methods of inducing lactation.
