I think that it is the dynamic between the people far more than the act that dictates if a thing is a D or s act.  This reminds me of the debate about 'can someone be a Dominant and like to receive anal'.  Uh, of course.  Same thing here. 
Not to mention, I think that a healthful level of fluidity about a person's sexuality and their solidity of self-preception is really an appealing thing.

I'e never viewed a Dom giving oral sex as a submissive act.   Using my body sexually is just one of the ways He has control.

I think it's a magical instance of Dom control over the sub. I love to have my slave lose his head over a good session of oral. I think it's just a prejudice that the D part doesn't perform oral sex on the s part, yet I accept that it's a matter of personal taste (I like it [;)])

Oral is not a submissive act, since it is the Dom who decides when to do it, regardless of how often His/Her slave wishes to receive it.

Look at it this way:

* When she does me, it's a submissive act.

* When I do her, it's a dominant act.

Does that answer the question?
