I'm pretty sure the answer to this is yes but just checking anyways. If you are cut by a whip across a tattoo will it damage the tattoo? For exapmle turn into scar tissue or fade when healed?

Yes it likely will. Extent of damage, noticable or otherwise will depend on the size and severity of the cut. I've not been cut by a whip across a tatt, but have had whip welts, deep and vivid on them before and so far no noticable reminders of it.

It can, but it depends how easily you scar. A tattoo-safe lotion could help prevent the scar from becoming raised and distorting the tat. It will vary person-to-person.

A scar is a scar regardless of how it's gotten. Vitamin E can help with healing and you may want to talk with a doctor and/or some tattoo artists to see what they'd suggest to minimize the damage. You should be able to get it re-touched but I'd ask the whip-wielder to lay off the body art. Davan

Scars are formed by highly cross-linked collagen fibers and the process is all driven by the complex action of some enzymes and protein neosynthesis; suffice it to say it is not a simple answer.
As you suspected, the result you get depends on the person, the location, and so forth. Play accordingly.
