NormalOutside is entirely correct: we're all going to have different answers. Speaking for myself, I can only say "sometimes" - if I'm expecting that they're eager to be in my presence/in service to me, then yes, I like seeing that additional sign that they're feeling happy (happy being a relative term, of course) - if, on the other hand, they've royally screwed-up and are about to be disciplined and I see an erect penis, well, I'm not pleased at all (because I don't like the thought that they're somehow looking forward to the discipline - and yes, I do know that the erection could be signifying something other than "happy" but that's not what instantly comes to mind when I see the thing bobbing and swaying in the wind).

As a Domme I told my subs that I expected them to be erect as my "tribute", that I saw it as a sign of their respect for me. An erection is just blood moving into a penis. Think of how often men get them... it can be completely meaningless, and have no connection to ME at all. If I have a use for the erection, great, if not, I just ignore it. It will go away in time. I don't regard the ability to get hard or not as a gauge of submission.
