The bolded is just one of several times he stated that there was no legal basis to hold OBL, which is a lie. OBL was already under indictment. "I did not bring him here" can only mean he had the option to bring him here. So you would have him bring Bin Laden here, and then immediately let him go, since there was no legal basis to hold him? What would be the point of that? To show Bin Laden how pretty our airplanes look on the inside? Edit to add: AGAIN, I refer you to Bush's own National Commission on Terrorist Attacks on the United States (the 9-11 Commission) quote:

Sudan's minister of defense, Fatih Erwa, has claimed that Sudan offered to hand Bin Ladin over to the United States. The Commission has found no credible evidence that this was so. Ambassador Carney had instructions only to push the Sudanese to expel Bin Ladin [to the Saudis].
