She is operating a maternity store as a front for a tunnel thats running from mexico into the store. The tunnel is a passageway for drugs, guns, girls etc. She goes into the tunnel and see's the mayor of tijuana whom is running for president of Mexico. He is punishing her for entering his tunnel.
