Tickleberry UK and Lori's tubes have some bigger sizes, although Tickleberry has only 1 1/2 diameter tubes and smaller. Lori's builds them custom to your dimensions, but they work best with a piercing.
There are a number of belts that will work but I am guessing you don't won't a full belt. See TPE.com and Altarboy for an old list of links to manufacturers. Chastity Steel is not on the list but a comfortable belt with no crotch strap. Most belts cost over $600.
Or make your own! Plumbing and electrical departments have lots of products to work with. Experiment in plastic until you get the details worked out then go for metal.
Piercing is the way to go for real security AND comfort, hard to get both without one. You can make any less expensive device more secure with a piercing without it being too tight to wear to work.
