I'm not sure but I think it may be the differences in the rendering engines between IE and Opera. They use different methods and, as a Mac-head, I couldn't begin to tell you what those differences are.
I have similar, if not the same, inconsistencies between Safari and Firefox on my Mac. Safari uses WebKit as its rendering engine while Firefox uses Gecko. Such is the way with browsers.
I do not know if one could construct a CSS file or two kept locally on your computer that could be used by both browsers to keep things the way you like them to be. The problem with setting up a browser to use local CSS files is that the local version, being the one the browser loads last, might inadvertently overrule a desired feature set up by the site's CSS files. Unless one constructs their local CSS files with great care, it is possible for this to happen.
Oh, and if you do choose to go that route -- making your own CSS files -- congratulations on your efforts and, if they work, may I have a copy of them? :-)
If all that I have just written looks like gibberish, please feel free to ignore it. I have created some local CSS files to try to maintain consistency between my two browsers but, in the end, just dealt with the issues. I'm not very good at CSS authoring for I managed to block some of the features the sites provided. For those knowledgeable with CSS, it might be worth the effort.
